Tourism can be a very interesting sociocultural phenomenon. Similarly, depending on the reason for the tourist visit, myriad opportunities are available to interact both socially and culturally with local people. provided that the number of tourists is manageable and that they respect the h ost community’s sociocultural norms and values, tourism provide an opportunity for a number of social interactions.

Commodore Perry’s Journey to Japan

After the conclusion of the War of 1812 and prior to the Civil War, the United States Navy entered into a peacetime role. Initially, this role was to protect commerce trading in both inland and international waterways. However, that role was soon expanded upon with Commodore Matthew Calbraith Perry’s journey to Japan. The journey had its immediate impact, including the signing of a comprehensive treaty that established trade relations with Japan and provided protection for sailors and their ships. Perry’s expedition also had the impact of serving as a precursor for the change in what the Navy’s responsibilities encompassed, which even carry on to the present day Navy. Commodore Perry left for Japan with the objectives of opening up Japanese ports to trade and ensuring American presence and protection in East Asia. These terms were outlined in â€Å"detailed instructions from the Secretary of the Navy John P. Kennedy, diplomatic instructions from the State Depart ment, and a letter from President Millard Fillmore to the Emperor of Japan†2 that Perry carried with him on his voyage.From beginning to end Perry’s voyage spanned nine months and was filled with trials and tribulations. The Japanese were initially turned off to the idea of Americans entering their country, and would not even let them step on land. Only twice did Perry and his squadron come ashore in the nine months prior to the signing of the official treaty. Most of the negotiations took place upon various ships in Perry’s control and the meetings were often difficult to coordinate.Based on notes from Perry’s personal journal, these complications often lead to frustration and Perry was constantly considering employing â€Å"whole force† that he was granted to use if he deemed it necessary to achieve his goals. 3 However, this was ultimately unnecessary, and Perry did well to remind himself that his voyage was diplomatic and pacific in nature. The negotiations were an arduous process and Perry even left Japan returning later with twice as many ships, anticipating a struggle. This was unnecessary as the Japanese agreed to Perry’s desires and the â€Å"black ships† saw no combat.With the agreement of the Japanese the Treaty of Kanagawa was drafted and subsequently signed on 31 March 1854. This treaty allowed for a U. S. consul to be created at Shimoda, and allowed access to the ports of Hakodate and Shimoda for the purpose of obtaining â€Å"wood, water, provisions, and coal, and other articles their necessities may require. † The treaty also required that â€Å"whenever ships of the United States are thrown or wrecked on the coast of Japan, the Japanese vessels will assist them, and carry their crews to Shimoda. Thirdly, men staying in Shimoda and Hakodate, or any seamen shipwrecked shall be free and â€Å"shall not be subject to†¦restrictions and confinement. †4Although there was not a formal agreement on trade in these open ports, Perry assumed correctly that with an American presence in port, trade would come naturally. 5 The initial impact of Perry’s expedition and the treaty with Japan gave the United States Navy many new roles and an international presence on the high seas. Japan had been a country focused on isolationism for centuries. This isolationism is mainly connected to the zeal of early missionaries who traveled to Japan.The United States was able to avert this conflict in values by Commodore Perry’s outright statement to the Japanese leadership that the United States government â€Å"does not interfere with the religion of its own people, much less with that of other nations. †6 Several attempts were made to open Japan to American trade, but all had failed. One such failure was that of Commodore James Biddle, which proved to be a complete embarrassment for the United States, as he made several mistakes in his conduct and on top of it a ll needed to be towed out of port by a Japanese ship. The fact that Commodore Perry was successful in his mission changed the status quo in regards to what the United States Navy could and could not do. Perry proved that the United States was capable of having a forward presence in foreign lands and was able to establish international trade in East Asia. The establishment of commercial relations with Japan furthered the Navy’s responsibility in protecting trade. Perry’s exploits also showed that diplomacy was a possible way for the United States to establish influence in other countries.Thirdly, Perry and his â€Å"black ships† were the first sign of American deterrence. The fact that American ships were off the coast of Japan ready to attack an underprepared country made it very difficult for the Japanese to negotiate anything in their favor or make any tactical or strategic decisions to remove the threat of Perry’s force. The roles of the Navy that Comm odore Perry established in the mid-nineteenth century are still prevalent in the present day.The idea of the Navy as a protector of commerce (although established before Perry, he was instrumental in expanding the Navy’s prevalence in ensuring safe trade) continues into the present day. An example of this would be ships stationed in the Mediterranean Sea. This area, specifically around the Strait of Hormuz is crucial to trade in the Middle East. The presence of the United States Navy maintains a safe trading environment between the United States and its allies, and other countries in the region.Commodore Perry also introduced the idea of deterrence, which is crucial in the operations of the Navy in today’s world. One example of American deterrence is the use of submarines, equipped with nuclear war heads and ballistic missiles, which are virtually invisible to our enemies. Perry also proved that diplomacy was a very potent way to establish influence in foreign countrie s and maintain a presence without force. This is also seen in the United States establishment of embassies in foreign countries and the use of diplomats to negotiate with foreign countries.Commodore Perry’s expedition to Japan had a tremendous impact on the United States at the time it occurred, but it also had an everlasting impact on how the Navy operates and what roles and responsibilities it chooses to take on. In Schor’s article says, â€Å"The average American now finds it harder to achieve a satisfying standard of living than 25 years ago† (411). Also that â€Å"The competitive consumption, the idea that spending is in large part driven by a comparative or competitive process in which individuals try to keep up with the norms of the social group with which they identify as a reference group† (412). Finally she believes that â€Å"Low income children are more likely to be exposed to commercials at school, as well as home† (413). Our personal consumer choices have ecological, social, and spiritual consequences. Much of what we purchase is not essential for our survival or even basic human comfort but is based on impulse, a momentary desire, and there is a hidden price that we, and future generations will pay for it too. The American economy’s ultimate purpose is to produce more consumer goods, not better health care, education, housing, transportation, but to provide more stuff to consumers. Nowadays people have to work longer hours than 25 year ago, to be able to pay all their desires. Having more and newer things each year has become not just something we want but something we need. The idea of more, ever increasing wealth has become the center of our identity, and this looks like an addiction. For example, my aunt Maria works 5 days a week to be able to pay all her bills and sometimes does overtime. She might have a lot of new and cool things, but she doesn’t even have time to enjoy all these things because she has to be working just to pay all she has. My aunt has a salary of $9. 25 per hour and getting a check of $740 biweekly which she have to use to pay her car $200, plus her phone $85, personal stuff $150, and the list keep going. I have worked 40 hours a week, going to classes full-time with little satisfaction. Without working that long, I am less stressed, and I prefer to learn how to spend less money, than spending more, and live stressed all the time. People should take more responsibility for themselves and their families and think outside of the box when it comes to life. Working less hours and buying fewer products is a good way to start. People try to be in the same level that everyone else; if they see that somebody bought something, they will try to have that, just because that person has it. All of these iPhones do almost the same functions; they just changed the size, and some other little things. People spend a lot of money buying the iPhones; the prices are between $300 and $500. The point is that people want to keep up with the newest things, just because other people will have it. For example, my cousin Heysus who is 23 years old, have been buying all the iPhones, because all his friends have them, and whenever came a new iPhone, he ordered it immediately to keep up with what his friends have. Another point is that people with less income, tend to watch more TV, in Schor’s article says, â€Å"Low income children are more likely to be exposed to commercials at school, as well as home† (413). Television and marketing are a big influence of how people spend their money. We watched an example of it in the movie of Super-Size Me, of how the companies spend a lot of their money on marketing, because they know that people is going to buy their products. We need to make people conscious about the problem that we all have as a society. Without our consumer impulse to buy the newest, coolest things on the market, there would be no market. People should think more about what they buy, and should not do unnecessary purchases I think that some people keep worrying more about what they can buy, and how they can have better and newest things instead of be worrying about how they can live happier, and less stressed. An individual does not necessarily have to live as a rich person to be happy. The thought of shorter hours working is a wealth of opportunity and adventure that no Disneyland or Las Vegas vacation can offer. It is actually stress-free and can help us to have time to more valuable parts of our life, like having more time to spend with our family and friends. Finally, as a student that works and studies at the same time, I have to be a smart consumer. I ask myself what I need and what I really don’t. Why do I need a car? Is it necessary to have a laptop when we have a library full of computers? It started around when I was 13, I had never really had to worry about my weight, I had a fast digestive system, and I never seemed to gain weight. But when I hit puberty things seemed to change. My body was growing, and I started to put on weight, but this didn't bother me at all, and why should it have. But it started to in the summer of 1996, it was at summer camp, we had swimming, and it was mandatory. But unlike most of the kids I had no problem with this, I was a strong swimmer and enjoyed it allot. I got to my swim class and sat down. But I was hot, so I took off my shirt, first mistake. The girls sitting across from me stared at me and were whispering to each other, but I had no idea what they were saying. So I did the class but as I got out of the water I was behind the two girls. They were laughing, the first one said "Did you see that guy, he had bigger boobs then you did." So I assumed they were talking about me. The signs all pointed that way, and that was the first time a person ever called me fat, and I was assured to make it my last. I started to work out at camp. Weights at the Fitness area, running the camp road, pull up's, and swimming. It seemed to work, and for that time until the end of the summer I was happy. Then I got home from camp, and I stopped, and the weight piled on again, I could see it. Nobody told me about it because that would just be very rude. But I knew what they were thinking. So I started to work out at the gym. But that wasn't it; I also cut back on food. Suddenly I was spending almost 2 hours everyday after school at the gym, and it seemed to be working. I was thin, but not happy. To make up for all the fat that I thought I still had, I cut out meals, to start I just didn't eat breakfast, no problem. It worked my result's were better then ever, because I didn't eat. So I starved myself more and more, thinking food was what was making me gain all that weight, my day was, Work, Sleep, Drink, Nibble. I started feeling faint, and I couldn't do as many laps, and I couldn't lift as much anymore, but I pushed. Equitable standard education is to be provided by a Common School or Neighbourhood School system, which with uniform syllabi would help to ‘decommercialise’ educational institutions and put an end to many a private management that does not feel sufficiently accountable to society in this crucial sector. The spiraling cost of education starting at the nursery level is cementing caste-class and rural-urban divisions. A common school system using the mother tongue as a medium of instruction would make equal education accessible to all without discrimination. A common school system also means a common examination pattern. The report of the Committee advocates a reasonable teacher-student ratio of not more than 1:30 and doing away with faulty textbooks and a system of rote learning. Marks obtained in a one-time exam also are no accurate reflection of the student’s actual knowledge and achievement level and potential. Treating exams and marks as more important than life itself has meant the death of many a student. Finally, children belonging to linguistic minorities should be allowed to gain instruction in their respective mother tongue, while all students in standards 5 or 8 ought to have a specific level of knowledge in Tamil and English so that these languages can be used for communication. No student should be dropped and he/she should be allowed to grow in the chosen field of interest and in accordance with their individual capability. India is going to experience a paradox of nearly 90 million people joining the workforce but most of them will lack requiste skills and the mindset for productiveemployment according to a report in DNA. India has about 550 million people under the age of 25 years out of which only 11% are enrolled in tertiary institutions compared to the world average of 23%. . I will be focussing on how the education system’s failure is leading to another social issue of income inequality and hence, suggest certain policies to improve India’s education system and reduce inequality. Problems and drawbacks The really critical aspect of Indian public education system is its low quality. The actual quantity of schooling that children experience and the quality of teaching they receive are extremely insufficient ingovernment schools. A common feature in all government schools is the poor quality of education, with weak infrastructure and inadequate pedagogic attention. What the government is not realising right now is that education which is a source of human capital can create wide income inequalities. It will be surprising to see how income inequalities are created within the same group of educated peopleSo if the government does not improve education system particularly in rural areas the rich will become richer and the poor will get poorer. Hence, it is imperative for the government to correct the blemishes in India’s education system which will also be a step towards reducing income inequality. Another reason for poor quality of education is the poor quality of teachers in government schools . Government schools are unable to attract good quality teachers due to inadequate teaching facilities and low salaries. The government currently spends only 3% of its GDP on education which is inadequate and insufficient. To improve the quality of education , the government needs to spend more money from its coffers on education. Most economists feel that the only panacea to the ills of the public schooling system is the voucher scheme. Under the voucher system, parents are allowed to choose a school for their children and they get full or partial reimbursement for the expenses from the government. But however, the voucher system will further aggravate the problem of poor quality of education in government schools. Such a system will shift resources from government schools to private schools. This will worsen the situation of government schools which are already under-funded. Moreover, if the same amount given as vouchers can be used to build infrastructure in schools then the government can realize economies of scale. For example- The centre for civil society is providing vouchers worth Rs 4000 per annum to 308 girls. This means that the total amount of money given as vouchers is Rs 1232000. If the same amount can be used to construct a school and employ high quality teachers who are paid well then a larger section of the society will enjoy the benefit of education. A school can definitely accommodate a minimum of 1000 students. I hope government takes certain appropriate policy measures to improve the education system otherwise inequalities are going to be widespread and India’s basic capabilities will remain stunted. Let us strengthen the case for a stronger education system. Conclusion Certain policy measures need to be taken by the government. The basic thrust of government education spending today must surely be to ensure that all children have access to government schools and to raise the quality of education in those schools. One of the ways in which the problem of poor quality of education can be tackled is through common schooling. This essentially means sharing of resources between private and public schools. Shift system is one of the ways through which common schooling can be achieved. The private school can use the resources during the first half of the day and the government school can use it during the second half. It is important to remember that the quality of education is directly linked to the resources available and it is important for the government to improve resource allocation to bring about qualitative changes in the field of education. Common schooling is one of the ways in which government can use limited resources in an efficient way and thus improve resource allocation.
